Russian President Vladimir Putin on October 29, 2025, said Russia achieved a “huge success” in testing the Poseidon nuclear-powered underwater torpedo, describing the event as a milestone for the country’s strategic weapons program.

He told wounded service members in Moscow that the test, conducted the previous day, involved both a launch from a carrier submarine and activation of the system’s compact nuclear power unit.

Putin added, “There is nothing like this,” and claimed Poseidon’s destructive potential “significantly exceeds” that of Russia’s Sarmat intercontinental missile.

Together the cases were framed as evidence that Moscow’s advanced systems can defeat missile defenses and hold distant targets at risk.

Putin said Tuesday’s Poseidon event marked the first time Russia had both launched the drone from a submarine using a booster and activated its nuclear reactor for a period of operation. He emphasized performance claims, asserting the vehicle is effectively impossible to intercept and can carry a very large warhead.

He also drew an explicit comparison to Sarmat, sometimes called “Satan II,” asserting Poseidon’s “power” surpasses that of the heavy intercontinental missile that entered limited service in recent years.

Russian officials presented the test as a response to Western missile defenses and to what Moscow portrays as a deteriorating arms-control environment. Putin has often cited the United States’ 2001 withdrawal from the 1972 Anti-Ballistic Missile Treaty as a turning point that spurred Russia’s pursuit of exotic nuclear systems.

By linking Poseidon and Burevestnik to that narrative, the Kremlin signaled it intends to keep nuclear modernization front and center while the war in Ukraine grinds on.

What Poseidon is designed to do

First unveiled in 2018, Poseidon is described by Russian media and defense officials as an autonomous, nuclear-powered underwater vehicle that can traverse oceans at high speed and deep depth. In concept, it blends characteristics of a torpedo and a long-endurance drone.

Russian claims say the platform can carry a massive warhead and create large radioactive waves if detonated near coasts, potentially rendering targeted coastal zones uninhabitable.

Open sources agree that Poseidon’s exact specifications remain uncertain. Analysts debate key aspects, including propulsion reliability, guidance over intercontinental distances, and the practicality of sustaining covert patrols for a large, reactor-powered vehicle. Independent verification of the system’s current operational status is limited.

Russia has periodically released animations and controlled footage but has offered few technical details that can be corroborated outside official channels.

Safety concerns also surface in expert commentary. Operating a compact nuclear reactor inside an autonomous weapon raises questions about fail-safes, accident scenarios, and environmental risks if a vehicle is lost at sea. While Russia argues miniaturized reactors are mature technology given decades of submarine experience, critics note that an uncrewed, deep-running drone poses different recovery and containment challenges.

Moscow’s other strategic tests

Putin paired the Poseidon declaration with fresh references to Burevestnik, the long-gestating nuclear-powered cruise missile Russia also first showcased in 2018.

Russian officials said a October 21 test flight traveled about 14,000 kilometers, or 8,700 miles, and remained airborne roughly 15 hours using a compact reactor for propulsion. The Kremlin contends such endurance lets Burevestnik approach from unpredictable directions and evade layered defenses.

The Burevestnik program has long drawn skepticism from Western analysts because of the technical hurdles associated with airborne nuclear propulsion. Past test efforts reportedly suffered mishaps, and independent experts continue to question the weapon’s strategic niche compared with existing intercontinental systems.

Still, Moscow’s latest claims are calibrated to convey that development has resumed momentum and that Russia can diversify its nuclear delivery options despite sanctions and wartime strain.

By invoking Sarmat in the same breath, Putin sought to position Poseidon above Russia’s newest heavy ICBM in raw destructive potential. Sarmat, designed to carry multiple independently targetable warheads and decoys, anchors the land-based leg of Russia’s strategic triad. Poseidon, if fielded at scale, would represent an unconventional, sea-based supplementary threat that aims to complicate any adversary’s coastal defense and civil preparedness planning.

He said Putin “should end the war in Ukraine, not test missiles,” and added that the United States has “a nuclear submarine right off their coast,” emphasizing that Washington is “not playing games.” The comments echoed the administration’s broader deterrence messaging and were aimed at downplaying the significance of long-range demonstrations by pointing to persistent U.S. undersea capabilities.

U.S. officials are likely to scrutinize telemetry, satellite imagery, and acoustic data for indicators that would validate or qualify Russia’s claims. Even if aspects of Poseidon and Burevestnik remain unverified, the political effect is immediate. Moscow’s public focus on exotic systems reinforces a narrative of strategic resolve and technological ingenuity that the Kremlin wants both domestic and foreign audiences to absorb.
