Texas National Guard troops have arrived in Illinois to protect federal personnel and property amid escalating protests around immigration enforcement, the Pentagon confirmed on October 7, 2025.
A Defense Department official said 200 guardsmen were mobilized for an initial 60-day assignment in support of what the department calls a Federal Protection Mission.
Early deployments were visible at the Army Reserve Training Center in Elwood, just south of Joliet, where television cameras filmed troops on site, according to contemporaneous field reporting.
Illinois authorities said about a dozen arrests were made near an Immigration and Customs Enforcement facility in Broadview after days of demonstrations. The Pentagon’s statement framed the mission as safeguarding federal “functions, personnel, and property,” a description that matches recent deployments tied to immigration crackdowns in several cities.
Abbott backs the mission, Johnson denounces it
Texas Gov. Greg Abbott applauded the deployment, writing that service members were “on the ground and ready to go.” Abbott argued the assignment enables federal authorities to carry out existing law more safely.
Footage from outside the Elwood facility showed Guard members staging vehicles and equipment for perimeter security. Reporting and Pentagon comments indicate the mission scope is limited to federal protection rather than crowd control or city policing.
Chicago Mayor Brandon Johnson denounced the move as “illegal, unconstitutional, dangerous and wrong,” reiterating his view during an October 7 news conference. On October 6 he signed an executive order creating “ICE-free zones,” instructing city departments not to allow federal immigration enforcement operations on Chicago-owned property.
DHS steps up federal presence after weekend clashes
Homeland Security Secretary Kristi Noem said on October 4 that additional special operations personnel would deploy to Illinois after federal agents were rammed and boxed in by multiple vehicles.
Federal officials described those confrontations as part of a pattern of interference with immigration enforcement activities. The Pentagon said the Guard’s role is to secure federal sites and staging areas so that agents can operate without obstruction.
The Department of Homeland Security has expanded immigration enforcement operations in the Chicago area in recent weeks, according to routine updates and local reporting. Federal officials have emphasized that Guard personnel are not authorized to conduct arrests or routine police functions.
The administration has also defended the legality of cross-state deployments under existing federal statutes.
